The objective of this course is to strenghen practical capabilities of UNICEF COs to effectively manage the evaluation function, with a special focus on major evaluations. 

Learning objectives

At the end of this module, you will: 

  • Understand Evaluation within the broader monitoring and evaluation (M&E) function within UNICEF.
  • Understand the difference and  complementarity between evaluation and monitoring.
  • Be aware of the other forms of assessment at UNICEF.
  • Understand the governance structure for the evaluation function, including roles and accountabilities.
  • Understand how to develop a good quality IMEP in order to prioritize major evaluations in the country office.
  • Identify the key steps involved in the evaluation process
  • Be able to develop a good quality ToR and report
  • Understand the importance of disseminating, communicating and using the evaluation findings and recommendations, including the management response.

Audience

The course is open to all UNICEF staff, including monitoring and evaluation specialists seeking to grow professionally and strengthen the evaluation function, as well as relevant staff who would like to improve their understanding of the Decentralized Evaluation Function in UNICEF. 

Length

It should take you about 2-3 hours to complete all three modules.

Delivery methodology

The course illustrates a “real-world” UNICEF context, with typical characters that are part of the daily working environment of UNICEF Offices (Representative; M&E specialist; Programme Specialist; CMT; Regional M&E Chiefs, UN partners etc…)

Structure

The course is composed of three modules, each followed by a short quiz:

Module 1: Key conceptual issues in Monitoring and Evaluation. It has the objective to contextualize evaluation within the larger M&E function. This module does not cover in depth concepts, techniques and strategies related to monitoring.

Module 2: The Governance of the Evaluation Function at UNICEF. The objective is to clarify main accountabilities related to the evaluation function within UNICEF Country Offices.

Module 3: Managing good-quality evaluations. This module, the longest of the four modules, focuses on how to prepare an evaluation, including writing Terms of References, supervise implementation, writing good-quality reports, and disseminate, communicate and use findings, including through Management responses.
