This distance learning course is part of the Global WASH Cluster (GWC) training pathway, created for WASH Cluster partners programme staff and WASH cluster coordination staff to ensure the effective WASH coordination and programming in humanitarian contexts

Course background

Market Based Programming (MBP), including Cash & Voucher Assistance (CVA), have being increasingly used in humanitarian response, in general, as well as in the WASH sector. In 2016, the GWC set up a Cash and Markets Technical Working Group (TWIG) at global level, with the aim of providing guidance and support to WASH partners in delivering quality MBP. Since then, the GWC and TWIG’s members have implemented multiple initiatives to promote awareness and build the capacities on MBP globally, including: the development of face to face and online courses; the dissemination of a MBP for WASH technical guidance; an evidence review on the contribution of MBP to achieve WASH outcomes.

This online training course is part of these initiatives. The course has been developed by the GWC and its members, under the leadership of UNICEF, Save the Children and the Humanitarian Leader- ship Academy (HLA).

Course goal

Build the capacity of WASH practitioners, cluster / sector coordinators and cash & market experts to apply market-based approaches, including CVA, to achieve WASH outcomes

Learning objectives

By the end of this course participants will be able to:

  • Assess the functioning of WASH related market systems in preparedness and during an emergency response;
  • Evaluate the relevance, appropriateness and feasibility of using market-based approaches, including CVA and market support interventions, in a WASH humanitarian response;
  • When appropriate, design, implement and monitor MBP modalities to reach WASH outcomes, together with other sectors and agencies.
  • Government officials from humanitarian WASH-related ministries


Primary targets of this training are:

  • WASH program managers and program coordinators
  • WASH cluster staff

Secondary targets of this training are:

  • Cash and market specialist who wants to develop an expertise in WASH programming.


This is a 6 weeks distant learning course. 

Methodology and content

This is a distance learning course that will rely on the use of web technologies. The course will use:

  • Interactive webinar sessions;
  • Self-directed learning in AGORA platform (i.e. reading, learning activities and quiz);
  • Use of case studies;
  • Knowledge tests.

Topics are structured around the Market Based Programming Cycle, and divided in the following sections:

  • Key concepts on Markets and Market Based Programming: Participants will learn about main concepts related to Market Based Programming;
  • Situation and market assessment: Participants will learn and apply knowledge on multi-sector needs assessment and market analysis, including baseline and emergency WASH market map- ping;
  • Response analysis: Participants are guided through the process of using assessment’s results to evaluate the relevance, appropriateness and feasibility of MBP and select the most relevant and appropriate assistance modalities: in kind, CVA, market support intervention, etc.
  • Design and implementation: Participants will go through the key steps of designing and implementing CVA and market support interventions based on the case study.
  • Monitoring: Participants practice the setting up of a monitoring system for a Market-based in- tervention, focusing on both process and outcome level. They practice as well the setting up of a WASH market monitoring system.
  • Preparedness: Participants will be provided with basic knowledge and tools on market analysis for DRR and resilience as well as on what preparedness activities could be set for CVA.
  • Coordination: The course will provide key insight, challenges and best practices on coordinating CVA and MBP in humanitarian responses.

Among the project cycle phases, participants will apply their knowledge through a case study.

How to enroll to the course

This course is provided by the GWC through UNICEF country or regional offices. It is not open for self enrolment. participant are selected by GWC, UNICEF and their partners. If you are selected, you will receive a password to enroll to a course. Course are provided by group of 20-25 participants, in 3 languages. 

GWC WASH training pathway

This course is part of the GWC training pathway, created for both WASH Cluster partners and UNICEF staff involved in coordination to ensure the efficient WASH coordination in humanitarian action. This training pathway includes the following courses, most of them available in AGORA's catalogue:

  1. Partners' briefing on Humanitarian WASH coordination: Three succesive face to face briefing modules providing essential information on partner’s roles to actively participate in humanitarian WASH Coordination. For all WASH partners involved in humanitarian response
  2. Humanitarian WASH Coordination Induction: 2 days online training providing essential information and tools to coordinate WASH Cluster. For WASH partners or new UNICEF WASH staff fulfilling a WASH coordination role. Some sections are specific to IMO
  3. WASH Operational coordination (WOC): 5 days residential training providing operational tools and skills for WASH coordination. For Humanitarian WASH cluster / sector coordinators
  4. WASH Leadership & coordination (L&C). 5 days residential training to strengthen the skills for leading humanitarian WASH coordination platform. For Humanitarian WASH cluster / sector coordinators
  5. Government Led coordination of WASH in Emergency (GoLWIE, not yet on Agora). Several days workshop aiming at strengthening the role of national and regional government in leading and coordinating the humanitarian WASH response. Under pilot phase.   6. Market-based programming for WASH in Emergency (MBPWIE): 5 days residential training to strengthen the skills of WASH practitioners on Market and Cash related tools used for WASH programming
  7. GWC Information Management Training: 5 days residential training to provide Information Management Officers with advanced skills to support information management for WASH coordination platforms during emergencies 
  8. Coordinated assessment process: Planned for 2020
  9. GWC training of trainers: ToT are specifically designed to train high level UNICEF staff and partners to deliver GWC training in autonomy
