This module introduces the Monitoring and Evaluation (M&E) Framework. The M&E Framework is developed after the Strategic Planning phase.
A clear framework, agreed among the key stakeholders at the end of the planning stage, is essential in order to carry out monitoring and evaluation systematically. This framework serves as a plan for monitoring and evaluating the response.
To develop the framework, a number of things must already have been decided e.g. indicators, caseload etc. These phases are covered in separate modules.
Learning objectives
By the end of this module, you will be able to:
- Understand how the HRP and M&E Framework align;
- Explain how the cluster team need to work with partners in developing the M&E Framework; and
- Identify key tasks in adapting and implementing the M&E Framework.

This module is an intermediary-level course aimed at anyone who is interested in furthering their skills and knowledge in nutrition information management and cluster coordination in humanitarian contexts, and who needs to coordinate and collaborate with humanitarian architecture on this topic. It is part of the recommended learning path for national IMOs and cluster coordinators aiming to progress to senior-level roles.
