GWC WASH coordination training pathway

This course is part of the GWC training pathway, created for both WASH Cluster partners and UNICEF staff involved in coordination to ensure the efficient WASH coordination in humanitarian action. This training pathway includes the following courses, most of them available in AGORA's catalogue:

  1. Partners' briefing on Humanitarian WASH coordination: Three succesive face to face briefing modules providing essential information on partner’s roles to actively participate in humanitarian WASH Coordination. For all WASH partners involved in humanitarian response
  2. Humanitarian WASH Coordination Induction: 2 days online training providing essential information and tools to coordinate WASH Cluster. For WASH partners or new UNICEF WASH staff fulfilling a WASH coordination role. Some sections are specific to IMO
  3. WASH Operational coordination (WOC): 5 days residential training providing operational tools and skills for WASH coordination. For Humanitarian WASH cluster / sector coordinators
  4. WASH Leadership & coordination (L&C). 5 days residential training to strengthen the skills for leading humanitarian WASH coordination platform. For Humanitarian WASH cluster / sector coordinators
  5. Government Led coordination of WASH in Emergency (GoLWIE, not yet on Agora). Several days workshop aiming at strengthening the role of national and regional government in leading and coordinating the humanitarian WASH response. Under pilot phase. Contact GWC if you are interested to pilot a GoLWIE in your country
  6. Market-based programming for WASH in Emergency (MBPWIE): 5 days residential training to strengthen the skills of WASH practitioners on Market and Cash related tools used for WASH programming
  7. GWC Information Management Training: 5 days residential training to provide Information Management Officers with advanced skills to support information management for WASH coordination platforms during emergencies 
  8. Coordinated assessment process: Planned for 2020
  9. GWC training of trainers: ToT are specifically designed to train high level UNICEF staff and partners to deliver GWC training in autonomy

Course background

Market and cash based interventions are becoming a central aspect of the humanitarian response, including for the WASH sector. To accompany WASH partners in this transition, the GWC has released a positioning paper on cash and market, and set up a technical working group (TWIG) at global level provide expertise and guidelines on Market and Cash for WASH. The GWC has also identified weaknesses among WASH practitioners in terms of both knowledge and practices of the market and cash modalities. Consequently, the GWC has included Market and Cash as one of the priority topics for capacity building. The Cash learning project (CaLP) has developed solid training packages on cash and market key topics. These trainings remain largely multi-sectorial, and do not target specific sectors practitioners. There is the need to develop a SPECIFIC Market and cash training pathway for WASH practitioners, including a solid Market and Cash core skills training designed for WASH practitioners.  

Course goal

Build the capacity of WASH practitioners and sector coordinators to use market-based approaches (including cash transfer) to achieve WASH outcomes.   

Learning objectives

By the end of this course, participants will be able to do the following:

  1. Participants can evaluate the relevancy of using of market approaches and cash modalities in a WASH Humanitarian Response
  2. When relevant and depending on the results of a market assessment, participants are able to maintain or improve WASH market systems to reach WASH outcomes in emergency
  3. When relevant and depending on the results of a market assessment, participants are able to use basic Cash Transfer programing modalities to reach WASH outcomes, in collaboration with logistic and finance departments and other sectors

Audience

Primary targets of this training are:

  • WASH partner’s program managers and program coordinators
  • WASH Coordination platform staff
  • UNICEF WASH staff
  • Governmental officials from Humanitarian WASH related ministries

Secondary target of this training are cash and market specialist who wants to develop an expertise in WASH programming.

Length

The residential training duration is 5 days (typically starting at 9:00 on day 1 and finishing at 16:00 on day 5). It is preceded by a pre-course module on AGORA, including 2 CaLP elearning.

Methodology and content

The training is composed of several sessions using power points, plenary and group exercises and written and computer handouts. A emergency response case study is embedded in the training, providing a common background for most of the exercises. Time is allocated for discussion and experience sharing during the session.

Topics are structured around a typical project cycle, and divided in the following sections

  1. Key concepts Participants will be presented key concept related to market and cash transfer programming  
  2. Needs and market assessment. Participants will be presented benefits of multi-sector needs and household economy assessment for WASH programming. Then, market  assessment objectives and methodologies are developed more in details
  3. Response analysis: Participants are guided through the process of using assessment's results to select the most relevant intervention modalities (in kind, market supply improvement, distribution through vouchers etc.)
  4. Design and implementation: Typical cash transfer programming design and implementation steps are presented. Then participants practice designing several types of market and cash related modalities based on the case study
  5. Monitoring: Participants practice setting up a monitoring system for a Market based intervention, focusing, at both process and outcome level. Then, they practice setting up a WASH market monitoring system.
