A first step in strengthening local and national capacity, is ensuring a full and meaningful participation of national and local actors in cluster activities, including in coordination and decision-making. This is particularly important in contexts where there are no pre-existing coordination structures. To enhance this process, a number of practical steps can be considered by the cluster coordination team.
