Introduction

This workshop is one part of UNICEF's comprehensive agenda to strengthen understanding of Results-Based Management, staff skills and competencies for improved programming for results in varied contexts.The consistent use of RBM enables us to reach the most disadvantaged children and to report these results regularly to our stakeholders.

Learning Objectives:

By the end of the workshop, participants will:

  • Be able to apply RBM principles to the design, implementation, monitoring, evaluation of programmes and in the reporting of results;
  • Understand and be capable of using available tools and approaches to strengthen results-oriented programmes for children in different programming contexts;
  • Identify key actions to undertake to strengthen managing for results in their work.

Audience:

All UNICEF staff in Country, Regional and HQ Offices.

Duration:

This course is offered as a 4 or 5 day workshop. As a prerequisite to the workshop, participants must complete the e-learning packages on the Programme Planning Process and Results-Based Management.

Content:  

The workshop is composed of the following sessions:

  • The RBM Imperative: This session exposes participants to the external and internal forces that drive or push UNICEF to strengthen its application of the RBM approach and allows them to reflect on the role of RBM in their daily work.
  • Prioritization and Causality: This session gives the participants a hands-on experience in prioritization and development of a causality tree through a systematic process to fully understand a problem and develop a strategic and coherent response.
  • Applying a Theory of Change: This session allows participants to develop and articulate a Theory of Change  by using the  "if, then" logic that takes into account assumptions and risks.
  • Developing the Results and Measurement Framework: This session provides a hands-on experience in developing sound results chains and identifying measures to determine progress toward achievement of results.
  • Aligning Results, Strategies and Funding: The session gives participants an understanding of results-based budgeting (RBB) principles, and how to align results and strategies to budgets in a systematic way. The session orients participants to the concept of value-for-money (VfM) and how to be more explicit in applying "VfM" principles in programming.
  • Implementation: This session provides an opportunity for participants to think through implementation approaches and to consider how they are aligned to RBM principles.
  • Programme Monitoring: This session exposes participants to the need to plan for monitoring,  the importance of real-time and participatory monitoring and how technological advances enable can improve  monitoring practice for quicker adjustments in programming, where needed, and timely reporting on results.
  • Evaluation:  This session allows participants to understand how evaluation supports results-based management and to appreciate the critical importance of monitoring and evaluation.
  • Reporting on Results: This session  reinforces the importance of quality reporting to demonstrating UNICEF's contribution. It provides critical skills to develop quality reports. The session also allows participants to think through individual as well as collective limitations in preparing good reports and explores some tips towards improvement.
  • Action Plans: At the end of the workshop, participants develop action plans that they will implement in their offices.

The generic package can be modified to suit the needs all sectoral and cross-sectoral staff, Supply Officers, and Operations officers.

Delivery Methodology:

The workshop utilizes hands-on skills development approaches through the use of case-studies, group exercises and other participatory adult learning methods.
